H1B transfer without starting the new job in USA

I got h1b this Jan 2009, but havent joined the current employer yet & still in India. can I transfer my h1b to a new employer without having any paystub or not even entering in USA??? Please help me out....

Yes. Read the FAQs. Paystubs proves status in US for H1b workers and are needed if you are already here in US.
