VISA stamping for H1 extension safe in India? Canada? Mexico?

How safe in the present scenario to go for the stamping in India as I have transferred my H1 to new employer B?

Also what are the other options other than india to have the stamping? Is Canada or Mexico better for the H1 visa stamping?
