My new employer filled my H1 transfer (I129) along with my wifes H4 (I539) at the same time (in the same package) in January 2009. Today the status of my wife's application says "Approval notice sent" but for me it still says "Pending". Should I take that my H1 transfer is also approved (coz the application for dependant h4 was approved) and the USCIS website is not showing my correct status or it is possible that I539 can get approved before I129?

In general, it is not possible for H4 to get approved before the H1. You never know what USCIS can do.
People have received EADs without the picture on it. Everything seems possible!
