How to go for H1B

HI This is Kanth,
As per the news, H1 quota is not filled. Till 20K is available.

This time I want to go for H1, is it right time ? Please advise me for the same.
I am having confident that, I can find a job in for my exp (anyhow it will take a year for all these process also, market may come up)

And I don’t know any sponsor also.
