HIB- can I apply now?

Hi,

I am currently in US on a B1 visa and wanted to know that since the HIB quota for this year has not been exhasuted, can i still apply for H1B for this year or do I wait till april 2010?

Can I interview with a new employer and be able to join in US this year itself?

Also, what is better- having a H1B filed by my current employer and then seeking a HIB transfer to employer B or having a H1B filed by employer B ?
