H1 Renewal (after I-140 Approval)

Hello,

I have couple of doubts reg' my H1 renewal.

My I-140 got approved in Jan2009. And my H1 was expired in June'09 and when I submitted for renewal in April I got a RFE. (I think my company didn't submitted H1 renewal with I-140 approval).
But in the mean time I got a project in diff country (with the same company) and I left US with out my H1 getting renewed. My company withdrawn the renewal.

1. So my request - Can my company do the H1 renewal again (after 6 months gap). And if they are not ready any other (new) company can do the renewal -or- new company has to apply for a new H1 (under new quota) ?

2. And if I am renewing with a new company, I hope I can use my previous I-140. And one more problem is, my current is not ready to give my approved I-140 copy to me. Do I need it, if I switch to new company ?

If we not renewing H1 now, I mean wihtin Oct 2010 (it will become 6 years for H1) we may need to apply a new H1 if I need to come back to US ??

Please advice me on the same and let me know if any questions.
