Can H1 b transferred to another employer in India

I have H1 b visa I got this visa in USA and it is not stamped yet and after 4 months I came back to India and since H1 b is not in used but it was revoked by the employer and I want to transfer this visa to my current employer .can it be possible

Yes if it has already been counted cap, it can be transferred.

But my present employer is saying they are not able to use revoked approval Notice to apply for an H1B COE petition.
