H1b transfer before visa stamping (Consular petition)

Hi, My H1b got approved (consular petition and currently not in USA). I recently got a new senior management level job offer and i am planning to take it. If i now resign from my current employer who filed my H1B petition and in future if my new employer files for an H1B will it again go through the lottery or can it be transferred?

Also, my current employer will not give me any H1B petition documents since i’m going to resign. Can you please help me understand what documents will be needed in case a H1b transfer would be filed in future? Thanks
