H1 to H4 COS on spouse's Unstamped H1B Visa

Hi All,

Below is the scenario,
I am on my H1B and my 6 year cap is getting over on December 2019. My wife completed her MS and got her H1B picked in lottery this year and has an approved unstamped H1B. Can i apply for my COS from H1 to H4, while staying in US on my wife's unstamped H1B ?
