Apply H4 while on H1B - help needed

Hi, I am on H1B, and my H1B amendment plus extension is in progress and I want to apply for H4 (Based on my spouse's H1B approval)


I want to know whether I can apply for H4 while my H1B is in progress and what if my H4 get approve and after that my H1B extension is also getting approve then will H1B override my H4 status?

my H1B visa and i94 are expiring on Aug end, I want to apply for H4 before that so that if there is denial on the H1B extension so that I can stay here in US on H4 receipt.
