H1B visa and Passport expiring

Hi
My H1B visa is expiring Apr-2020.
My passport is expiring Dec-2020.
I can only renew my passport 12 months before expiry.
I am planning to renew my passport Jan-2020.

can you please help me answering following questions.

1. Can I apply for h1b renewal with 12 months or less validity of my passport?
2. If yes, is there a possibility I can get h1b petition renewed for 3 years. I want to check my passport validity has no restrictions on my h1b petition renewal validity.

I am currently in USA and I am planning to renew my h1b and passport from USA.
