Can H1-B visa be transferred before entering USA?

Hello All,

I got my H1-B visa through Company A in Dec 2007, but I couldnt enter USA because the job market went down since then. But now that things are getting a little better, can I get my H1-B visa transferred to Company B even before I enter USA.

Please note that my H1-B visa expires on Sep 2010.

But some of the forums say that we need to have SSN or 3 months paystub to initiate the H1b transfer process. Is that true ?

SSN has nothing to do with the H1B transfer. If you haven't travelled to U.S and if you haven't worked on H1B, then there is no need for pay slips.
