New H4 stamp after H1B transfer through DS160 without I539

Hi- I've received my H1B transfer approval notice after a recent job change. . My wife still has a valid visa stamp for 6 more months from my last employer and we didn't file for her H4 transfer simultaneously with my H1b transfer. I am planning to travel to India soon and would like to get our new visas stamped. My question is- can we directly fill her DS160 for a new visa stamp based on my approval notice or do we need to get her own approval notice by filling an I539 before she is eligible for a new stamp?
