Residency status for In-state tuition in Texas

Hello,

I am currently on H1b visa working in Dallas, TX for last 4 years. I got married in Dec 2019 and my wife joined me in the USA in Jan 2020 on H4 visa. She is planning to pursue her Masters education beginning Fall 2020. Will she be eligible to get instate tuition given that I (her spouse) can establish residency domicile? Does she needs to have lived here for 12 months as well?
