Stamping cleared but not received H1B due to no client letter

I went for stamping in March 2020 and it got clear saying it is on hold due to I did not have client letter. They said you don't need to come for interview, but submit client letter and you will receive visa. My question is if I don't get client letter from the original client based on which I got my petition approved, Can I get visa with another client?
