L1 B visa refused today, can I apply for H1B next month

Hi Friends,
My L1 B was refused today under section 8 CFR 214.2 (I) (ii)(D) and this was applied through company B.

I hold a H1B approved petition through consultancy Y :

will I be able to appear for H1B interview through consultancy Y in a months time ?

will ther be a problem in H1B visa being approved, as i would be appearing through a different company within a short time ?

Please help me understand all difficulties / all possibilities in this case.
