Approved H1B holder needs H4 stamping..possible?

Sir/Madam,

My H1 petition is approved as consular processing.

I have to go to H4 stamping and enter US in July.

Later in October, my employer plans to apply COS for H4 to H1??

Any Legal issues with these?
