H1B Transfer Question

Hi,
I had a quick question regarding the H1B Transfer. I am using the premium process to transfer my H1B visa and the website says that it take 15 days? Does this 15 days start from when the LCA is posted or does it start once it is approved by the LCA?

I am trying to figure out my start date, I am assuming it would be 1 week for the LCA to be approved.

Please help.

15 days to RESPOND from the date your H1 transfer request is received by USCIS.
