H1b visa for first time traveler

Hi all,
i heard that H1B visa is been refused to first time travelers till March 31st 2021. Is that true?

Yes, Consulate is denying it by issuing 212(f) clause. you have to appear at consulate only after March 31st. this is applicable only to Fresh h1B applicants.

But, Delhi consulate accepting fresh H1B's visa appointments.. Per my knowledge, few of them got approval recently..

Can i know which consultate is rejecting Fresh H1B applicants since i am also planning to go to Chennai in the month of August to get fresh H1B .
