H4 - Help please

I've got an appointment for my wife (who's from Bangalore) for H4 on Mar 22
at Delhi. However, she was rejected a J visa in Jan 2004. What's the
likelihood of Delhi embassy rejecting the H4 application based on the earlier
J rejection & asking to apply from Chennai. Any input will be really helpful.

Any related experience you could share would help too.
