Regarding New H1 Petition

Hi,

I am working for an organizantion and travelled to US on 17-Aug-2010 in L1B visa.
I have few queries. Kindly help me on this.

1. Is there any possibilities to change my L1B visa to H1? If it is so, then what are all the formalities I should follow to change my L1B visa to H1.
2. Is this the right time to file new H1 petition. I heard from my friends that it is closed for 2010.
