H4 to H1B Conversion

Hi,

My wife is currently maxing out on her L1. She is currently planning to quit and continue her stay in US under H4 visa.

Would her maxout be reset if she is on H4 in US, enabling her to process a L1 or H1 after 1 year? or is it mandatory her to stay out of US for a year.

Please let me know.

I eligible for H1.B?

Iam on H4,I have done Master of science in Physics.My education is not IT background,but it is 16 years college education.
i have 1.6 years of real time exp in It filed.i have 3 Microsoft certifications.i got PGDCA post graduation Diplomo in Computer application certification when i was doing my bachelors degree.
Could any one let me know am I eligible for H1.B?
