Can we have H4 visa and H4 ead l before H1 visa

Hello My H1 visa got picked up in lottery in 2022 and petition is approved. I choose counselar appointment , that means when I travel outside USA I will get my visa stamped. Currently I am planning to get it stamped around October but wondering if my wife have to wait so long.

Is it possible for my wife to get https://showbox.bio/ https://tutuapp.uno/ her H4 visa stamped before me. This will allow her to get her H4 ead before her L2 ead expires and she can continue working.

Note - I am on L1B visa now and she is on L2 visa with validity until Dec-2023
