Perm processing is on hold till 2025

I just renewed my h1-b and it expires in 2027. Currently my company's perm processing is paused and MIGHT start in 2025. I am thinking what are my options from here:

can I change my company? Does anybody has list of tech companies which processing PERM ?

Assuming my company starts perm omegle xender processing in 2025 what are the chances that my i-140 will be approved by the time my current h1-b expires

I case my I-140 is in process, what are my options to stay in US like moving to student visa or something like that?
