H1B for Management quata

Hi, My company is into healthcare industry and develop EMR software. I am working with this company since 4 years as Project Manager and helping them to implement the software remotely from India at United states.
My company wants to do my H1, but I do not have any programming background. I have done B.Sc. (Chemistry) and MBA(Marketing and HR). I also have 6 years of functional experience working in US healthcare industry. The only concern I have is the approval from labor department, as 2 years before when my company applied for L1, I got rejection from US employment dept stating you dont have any programming back ground. Any assistance on how I need to file my H1 this time?

If the job requires programming background you must have it. A good attorney should be able to help with this. You will also probably need education evaluation.
