H1 B RESTAMPING preparation

I m at h1B since May-2007 and my first 3yr visa already expired and got extension with new i94 till 2012. I am with same company and no gap in proj or paystub.
I am planing to visit India for re-stamping. same time i just started for GC & PERM app is submitted.
I am concern about stamping as I have heard that many ppl are kept on hold for unknown time or getting 221g form. I didn't find why ppl are getting this and what is specific solution or how to avoid this.
1) What kind of preparation needed to avoid this issue ?
2) my company is part of BEP program.does it make any diff?
3) do project duration play imp role? normally client keep contract for 6 months and keep extending.
4) considering worst case, if somehow i dont get visa,still my GC app will remain in process?
5) should I cancel the plan of restamping and be here till 2012
any specific help will be great help
