I would like to know can we apply for H1 right now?
is the cap reached for this year? if yes can you please tell me when should we apply.

If you have a US Masters degree you can apply now. USCIS released 20K extra for Who has US Masters degree.

If you do not have a US Masters degree you have to wait till October to apply for H-1B.
