H1B Petition getting expired not stamped yet

Hi can any one let me know whether i can transfer the H1B approved petition in 2008. I had not went for stamping till now and I have only the EAC number.
Can it be possible for any other employer to transfer this petition and can I be able to attend the H1B interview? Presently I am in India.

Yes that can be transferred by another employer.

You have to find an employer who can file your petition.
