H1B stamping query ( transfer from employer X to Y)

Hi all.

I am currently employed with employer Y from Dec 2010 and i-797 expires 12/12/2013.

Employer X visa expired Sep 1 , 2011.

Questions

1. Can i get my H1B visa stamped for employer Y outside India (Canada or Bahamas) ? as this would be stamping my H1B for the second time

2. My passport expires 4/24/2013 (April 24, 2013). Should i renew my passport first then get the H1B stamp ?

do you have any information on how many days does it take to get the visa stamped in Bahamas ? For e.g. if I have my visa interview on Monday, will i get my passport back by wed/ thursday ? or do I have to stay longer ?

Also, which is the safest country-city to get my H1B stamped- Canada, Mexico or Bahamas ?
