Unused, Expired H1B - Reusage

I have got H1B filling on 2007, i went for stamping and it got approved. I didnt travelled to US on that visa and finally my H1B visa got expired on Sept 2010.

So now please tell me the procedure to follow for activiating that H1B visa and to transfer the same.

An employer will have to file a petition for you and you will have to obtain the Visa like before.
The petition will not be subject to annual cap because you have already been cap counted.

Even I am in the same situation as below but now I am in 2014. Can I come under cap exmept still?
