H4 to H1, FY - 2013

My wife is currently on an H4 visa along with me in USA and if we file for an H1 for FY 2013 that is starting April 2012, will she be able to work straight away once it gets approved or does she have to wait till Oct 2012 ?

She cannot work until the H1B becomes effective. In case of fresh H1B on a new CAP, the effective date will be on or after Oct 1st 2012.
