Lost Indian Passport and I-94

Hello All,

Yesterday My wife lost her coat in an AirTrain at JFK Airport, NY around 9:00 PM EST. She had her Indian Passport along with I-94 in it. I contacted the AirTrain employees and Port Authority Police but they haven't found it yet. I have already filed a police complaint for same yesterday itself. I haven't received the Police complaint in written though. I contacted them today and they said that they couldn't find it and asked my wife to apply for new passport.

Can you please help me what should we do? Should we get written police complaint and then take it to Indian consulate and then apply for new Indian passport?
What about I-94?

Please help me.
