Any notary certified copy is sufficient.
This is my opinion and not legal advice.

You don't need a US notary, any notary public is fine.

Thank you for the prompt reply.
Actually when I saw the instructions , it is clearly written that:

"You can submit copies of original documents. Copies will not be returned. These copies must either by:

certified by the issuing agency or official custodian of the original record OR
notarized by a US notary public"

Because why US people will approve of any notary public, they would want US notary public only.
          This is what I understood.

Please let me know, how to proceed

            From W-7 instructions, page 2
Have the copies notarized by a foreign notary. However foreign notaries are only acceptable as outlined by the Hague Convention. The Hague Convention provides for the simplified certification of public (including notarized) documents to be used in countries that have joined the Convention. A certification will be issued in the form of an “apostille,” which will be attached to the copy of the document. If the document originates in a country that is not party to the Convention, applicants should have the document certified by the foreign authority that issued it.
This is my opinion and not legal advice.

India is signatory to the Hague convention and so Indian notaries are okay. Read more about Hague convention regarding notaries on the internet. They have to certify the copy in a specific format called as apostille. Read about it on the internet and have your notary certify the copy in that format.
