H1B Stamped and H1 Transfer while in India

Hi Friends please help me out.

I am currently H1B stamped but my employer is delaying in sending me to USA,
Can i change my employer in India and initiate my H1B Transfer.
By any means can my old employer know about my H1B transfer with another company?
