Is this your first time H1B stamping? If yes, then you have to go to your home country to get the H1B visa stamped. If you have H1B visa stamped in the past then you can go to Canada, but not Mexico. Change of status stamping is not allowed in Mexico.

H1 B Stamping (Canada/Mexico)
Hi,
I came on L1 to USA in March 2008 through company A . I am having my L1 visa stamped till April 2013.
Then company B applied H1B visa for me in April 2011 and i started working for them from 1st October , 2011.
My question is can i go to Canada or Mexico for H-1B visa stamping ? Please advise.
