Can H4 be issued in another country???

Hi,

My partner and I are to be married in his home country in the middle east. Once we are, am to apply for a H4 as he already has his H1-B to work in NY.

I am from Australia.....will it be difficult to apply in his country or will they be ok with it since we are married and it is his home country?
