My OPT expires 2nd September 2012. I am currently working for a State University as a Research Specialist for Biotechnology Department. My employer wants to file a H1B now. Is it possible and will a state university fall under H1B cap exempt. Is it true that H1B visa should be filed atleast 60 days before the OPT end date?
