If an employer is interested in transferring a future employee's H1b, will there be any legal ramification in case the employee decides not to join the employer after the transfer?

The employee has signed the offer letter acceptance. And the offer letter states, "Employee agrees as follows that if Employee voluntarily terminates employment with the Company for any reason or is involuntarily terminated by the Company for cause during or within the period ending 6 months after the transfer of the H1-B Visa to the Company, Employee shall return to the Company x% of legal fees."
