Urgent: Please need advise on H1B

Hi,
I have appled my PERM labor application in 2011 and was in aduit. based o PERM pending status In got my 7th year extension of H1B.

today attornay says it got denied.

1) Can i Transfer my H1B to another employer at this stage ?

2) or i should i apply for another PERM with same employer ?


Please suggest.
