Attest court papers in SF consulate

Hi, I need to attest divorce petition at SF India consulate. It includes power of attorney and some other ~15 legal pages. I am really confused about the whole process. Some questions 1) amount of money order I should include with the mail (Can I just put buffer money orders and will they return the unused ones), 2) Which all pages should be notarized in witness presence, 3) If the witness signatures need to be notarized.
Can someone who has gone through this or similar process DM me or post here? Thanks!
