E2 Dependent Visa

There are so many E2 dependents applicant that were denied and put into hold in the Philippines.The primary holder of the visas are already in the US but they were denied of visas for unknown reasons.But what is common is that they are under one agency.What is the problem? One more thing is that there are some E2 visa holders from the Philippines that were denied of Re-entry top US after their vaction.It is specifically in Seattle and LA airport.
What is the problem?
