H4 to L1

Dear Sir,

My wife is in USA on H4 VISA. She had worked as a manager in an Indian company back in India. Now that company wants to setup its office in USA. Is it possible for that company to file L1 VISA for my wife from while she is still in USA. ? Or Could you please let me know the possible method for that?
