F1 Visa for spouse of F1 visa holder

Hello,
My wife had her F1 visa interview today at chennai and her application was rejected citing 214b. The VO only asked her regarding why this course/university and why she is pursuing a MS after Mtech in India.
I am working in US in STEM Opt in F1 visa. I further have my H1B approved also.
Can any one suggest any tips on how to increase her chances to secure the visa when we apply again.

It would be apparent that she is going to the US to join her husband and after finishing her degree, she will remain there along with her husband who is already working there OPT/H1B. People normally don't do two masters degrees. That's why you have a 214b, with the expectation that her intent is really to stay in the US. I don't know how you get past that. Applying again wouldn't change much. I wonder if you guys need to try for H4.

(Me, I don't see anything wrong with what you're doing. But, those are the silly rules we are stuck with).
