H4 to F1 after 214b in first h4 to f1 visa interview

I have appeared for h4 to f1 visa interview but was issued 214b as i could not provide my husband's passport to the VO. i have re-applied again. I have loan sanction letter with me this time, will that help? or makes things worse because my family is not very well off to repay that loan quickly.

The problem is that you are applying for F1 while your husband is on H1B. This clearly indicates that after your F1, you intend to stay in the US with your husband. That is what is driving the 214B.

Are you applying for an F1 so that you can get OPT?
