Is it a good idea to convert from H4 to F1 from Canada, in current scenario?

I have completed 2 semesters of my MS in Computer Science on H4, and wanted to convert to F1 in this summer. Unfortunately because of Covid-19 Indian embassy is closed and could not travel. Have to convert before Fall semester starts, can I do it from Canada?

Yes, your case is relatively easy since you are already studying and can show proof of funds, etc.
Make sure you carry your transcript of what has been completed and grades.

Any idea when are US Consulates are opening in Canada or India, I could not find any leads towards this.

You will have to visit the department of state website and the specific consulate to get that information. Looks like the consulate is open
