Suggestion on F1 visa due to H4 visa delay

Hi All, I completed my biometrics in Feb 2020 and applied H4 visa interview in March. Lateron I applied for Emergency Visa but I am still waiting for the approval.
Now can I try for F1 visa or it will create any negative impact to the VO as I already applied for H4?
Any suggestions on this.
