Apply for Immigrant visa for a sibling on a F1 visa living in the United States

As a US citizen i want to file for an Immigrant visa for my sibling that is living in the US on a F1 visa. Is the visa number immediately available the same way if i want to file for my parents if they were living in the USA?

No. Siblings are in the F4 category. According to the latest visa bulletin https://www.immihelp.com/december-2021-visa-bulletin/
, visa numbers are currently available in F4 for petitions filed 14.5 years ago (or longer ago for people born in India, Mexico, or the Philippines).
