Applying TN Status for the first time by mail Through USCIS?

Hi,
I am a Canadian citizen currently in NJ. I am eligible for TN and have a BA degree. I found an employer who is willing to petition me for TN Status to work in accounting field. Can he apply for TN status by mail instead of me going to the border?. I currently do not hold any visa and came as a visitor ( without a visa) I would prefer to get TN status by mail. This will be my first TN. Please let me know .
