Is this style of TN visa valid for me to enter US border?

Hi guys, Is this style of TN visa without an I-94 card valid for me to enter US border? Some one told me I should apply online an I -94 number and tell the border officer when entering. Is this right? My question is urgent, so I hope someone can answer my question as soon as possible. Thanks very much in advance.

Visit https://i94.cbp.dhs.gov/I94/#/home and get your I-94 for land arrival. It looks like you can get one up to 7 days before crossing the border.

Nov 2018 - Package sent - EB - Texas Service Center
Day 1 - Package received at the lockbox
Day 999 - Card delivered to me - Aug 2021
