Visa waiver following visit to Iraq for business purposes

I visited Iraq briefly in 2015 for business reasons. Under the VWP a visa waiver may be granted to someone doing this. How long does does the program take to approve or refuse an application for a waiver in such cases? What is the likelihood of approval? (I have arranged to visit relatives in the US in eight weeks' time.) I called CBP, but they were completely uninformative.
